Justus Otieno Oguna is a global MIS consultant of more than 16 years of experience in business process mapping, digital transformation, data analytics, and development of complex information systems. He focuses on the design and implementation of Management Information systems on social safety net initiatives, which usually interconnect with the public financial management systems to enhance service delivery to African, Asian, and Caribbean governments. Justus had a successful experience in handling MIS projects funded by important world development agencies i.e. World Bank, UNICEF, and UNDP, which was evidence of his adaptation of working in diversified fields. He was instrumental in initiating the first Government-to-Person (G2P) digital payment scheme in Bangladesh to deliver social protection payment directly into an individual account from national treasury removing the middlemen.
